a French data intelligence leader providing sovereign technology solutions to enterprises and governments, is building a consortium for the Horizon Europe call HORIZON-CL4-2026-04-DATA-06 "Efficient and compliant access to and use of data." The project aims to develop a European-sovereign multi-modal synthetic data platform capable of generating high-fidelity synthetic text, speech, and vision data while ensuring full regulatory compliance (GDPR, EU AI Act, Data Act). Current market analysis reveals that 90% of synthetic data solutions address only tabular data, leaving critical gaps in unstructured data generation for AI training. Problem Addressed European organisations increasingly require synthetic unstructured data for AI development, yet face: - Dependence on US hyperscalers (sovereignty risks under Cloud Act) - Lack of compliant multi-modal generation infrastructure - No integrated explainability documentation for AI Act - Limited European alternatives for text, speech, and vision synthesis Technical Objectives The platform will integrate: - Generative AI models (diffusion, transformers, GANs) for multi-modal synthesis - Differential privacy mechanisms with auditable privacy budgets - AI Act-native explainability documentation generation - Sovereign deployment options (on-premises, EU cloud) - (Optional) Gaia-X Trust Framework compliance and IDSA data space connectors Consortium Structure ChapsVision will coordinate 10-12 partners across EU Member States, leveraging its existing platforms. Multi-modal generative AI: Development of state-of-the-art synthesis models for text, speech, and/or vision data, including diffusion models, large language models, and neural vocoders. 2. Speech and audio synthesis: Text-to-speech systems, voice cloning with privacy preservation, multilingual speech generation (EU languages priority). 3. Computer vision synthesis: Synthetic image/video generation, domain adaptation, medical imaging synthesis, industrial defect generation. 4. Explainable AI (XAI): Methods for documenting AI system behaviour, compliance with AI Act transparency requirements, audit trail generation. Partners should have track record in Horizon 2020/Europe projects and capacity to contribute to work package leadership.
