General information

Short Summary
French data intelligence company (200M€ revenue, 1,000 employees) coordinating Horizon Europe Innovation Action on sovereign multi-modal synthetic data platform. Seeking infrastructure partners: sovereign cloud providers (Gaia-X compliant), data space operators (IDSA connectors), and EDIHs for SME dissemination. Partners will provide deployment infrastructure, interoperability frameworks, and technology transfer. Call HORIZON-CL4-2026-04-DATA-06, deadline April 2026.
Full Description
French data intelligence leader providing sovereign technology solutions to enterprises and governments, is building a consortium for the Horizon Europe call HORIZON-CL4-2026-04-DATA-06 "Efficient and compliant access to and use of data." The project aims to develop a European-sovereign multi-modal synthetic data platform capable of generating high-fidelity synthetic text, speech, and vision data while ensuring full regulatory compliance (GDPR, EU AI Act, Data Act). Current market analysis reveals that 90% of synthetic data solutions address only tabular data, leaving critical gaps in unstructured data generation for AI training. Problem Addressed European organisations increasingly require synthetic unstructured data for AI development, yet face: - Dependence on US hyperscalers (sovereignty risks under Cloud Act) - Lack of compliant multi-modal generation infrastructure - No integrated explainability documentation for AI Act - Limited European alternatives for text, speech, and vision synthesis Technical Objectives The platform will integrate: - Generative AI models (diffusion, transformers, GANs) for multi-modal synthesis - Differential privacy mechanisms with auditable privacy budgets - AI Act-native explainability documentation generation - Sovereign deployment options (on-premises, EU cloud) - (Optional) Gaia-X Trust Framework compliance and IDSA data space connectors Consortium Structure ChapsVision will coordinate 10-12 partners across EU Member States, leveraging its existing platforms. Programme Framework - Call: HORIZON-CL4-2026-04-DATA-06 (Innovation Action) - Total budget: 50M€ (3 projects expected) - Project budget: 12.5-25M€ - TRL progression: 6-7 → 8 - Duration: 36 months Timescales - Expression of Interest deadline: 31 January 2026 - Call deadline: 15 April 2026 - Project start: Q4 2026 (estimated) Partners Sought We seek partners in the following categories: 1. Sovereign Cloud Provider European cloud operator with: - Gaia-X Trust Framework compliance or certification pathway - SecNumCloud (France), C5 (Germany), or equivalent national certification - No dependency on US-controlled infrastructure or services - Kubernetes/container orchestration capabilities - GPU compute for AI workloads 2. Data Space Operator / Connector Provider Organisation with expertise in: - IDSA Reference Architecture Model - Dataspace Protocol implementation - Gaia-X Federation Services integration - Common European Data Space participation (health, mobility, manufacturing, etc.) - Policy enforcement and usage control 3. European Digital Innovation Hub (EDIH) EDIH with focus on: - AI and/or data technologies - SME technology transfer and adoption support - HPC or cloud infrastructure access - Training and skills development - Geographic coverage complementing consortium (CEE, Nordic, Southern Europe preferred) Partners should demonstrate experience in EU-funded projects and commitment to European digital sovereignty.
