A regional cooperative federation from Italy is seeking a lead partner to coordinate a consortium under the Horizon Europe call HORIZON-CL2-2025-01-TRANSFO-08: Improving mental health outcomes for people in education, training and work.
The objective of the proposed project is to develop and validate a community-based model for mental health outreach and promotion, targeting individuals engaged in education, vocational training, or employment contexts. There is already an established working group that serves as the partnership foundation, consisting of public entities in the fields of health and research, as well as a university specializing in service design and management.
The project addresses the growing prevalence of mental health issues across Europe, especially among young people and working-age adults. Mental health challenges often remain underdiagnosed and undertreated, particularly in rural and peripheral regions. Barriers include limited access to mental health services, stigma, fragmented service provision, and lack of integration between education, health, and employment systems.
To respond to these challenges, the project will design and implement community hubs as open-access spaces that serve as points of contact for mental health support, prevention, and promotion. These hubs will leverage Social Prescribing as a central component—connecting individuals to non-clinical support networks such as volunteering, arts and cultural activities, group physical activity, and cooperative-led employment initiatives.
The intervention builds upon a previous project focused on the wellbeing of young people, where initial pilot actions demonstrated the effectiveness of integrated support systems. In the new phase, the project will broaden the target group to include a wider range of individuals in education, training, and employment. It will also implement an evidence-based evaluation strategy to collect quantitative and qualitative data on mental health outcomes and social inclusion indicators.
Key elements of the R&D include:
• Development of a scalable community hub model tailored to local cooperative and institutional ecosystems
• Integration of Social Prescribing mechanisms within the regional education and employment system
• Deployment of link workers, professionals who act as intermediaries between individuals and services, including potential placement within cooperative workplaces and schools
• Research on the impact of social prescribing on mental wellbeing, resilience, participation in education, and successful employment
• Co-design of services with local communities and end-users to ensure accessibility and sustainability
• Cross-sector collaboration between cooperatives, educational institutions, health authorities, employers, and civil society organizations
Expected project duration: 36 months.

The Italian cooperative federation is looking for a lead partner with a research profile, i.e. a research organisation, university, or public health institute with proven experience in mental health, health service research, and policy evaluation.
The federation offers practical expertise in cooperative enterprise models, community engagement, and multi-stakeholder governance, particularly in regions where cooperatives play a key social and economic role. It can facilitate access to local employers, educational institutions, and third-sector actors to support pilot implementation and validation activities, as well as co-design participatory models with affected communities. - Stage of Development
