Two research-and-development-performing small and medium-sized enterprises seek one Eurostars-eligible technology SME for a 24-month project developing a coordinated ground robot and unmanned aerial vehicle system for non-wearable human activity and workplace safety monitoring. The earlier proposal was placed at the top of the reserve list in a single-award call. A consortium of two research-and-development-performing SMEs is preparing a 24-month Eurostars project focused on improving workplace safety and operational awareness in factories, warehouses, construction sites and other complex working environments.
The consortium currently includes an engineering and systems-integration SME experienced in industrial automation, robotics, artificial intelligence, connected systems, pilot validation and international collaborative projects. The second partner is a robotics and AI start-up specialising in autonomous platforms, computer vision and real-time software implementation.
The proposed project will develop and validate a mobile, non-wearable monitoring solution using coordinated ground and aerial robotic platforms. The objective is to improve situational awareness in areas where fixed cameras may have limited coverage and wearable devices may be unsuitable, intrusive or difficult to maintain.
The project will combine complementary mobile aerial and ground robotic platforms to improve situational awareness in complex work environments. The solution will support safety-related monitoring under human oversight and follow privacy-conscious design principles. The 24-month project is expected to include requirements definition, safety and system design, platform integration, multi-platform data processing, laboratory testing, industrial pilot validation and operational improvement. A non-binding Letter of Intent from the manufacturing site of multinational industrial group demonstrates preliminary end-user interest.
The consortium is seeking an international R&D-performing SME with complementary expertise in areas such as mobile robotics, unmanned aerial systems, industrial perception, edge AI, multi-sensor data processing, human–robot interaction or safety-related software. The partner is expected to contribute relevant background technology, lead or co-lead a substantive technical work package, participate in system integration and validation, and support European exploitation and market access.
Cooperation is envisaged under an R&D cooperation agreement. The project architecture will use documented interfaces to facilitate future integration of additional robotic platforms, sensors and sector-specific applications. - Advantages and Innovations

The project introduces a coordinated approach using aerial and ground-based autonomous systems to improve workplace safety and operational awareness in complex industrial environments. By combining complementary robotic viewpoints, the proposed solution is intended to extend monitoring coverage beyond the limitations of fixed infrastructure and single-platform systems.
The system will use an AI-enabled architecture designed for responsive operation, reliable event assessment and clear communication with human operators. Privacy, transparency and human oversight will be treated as core design principles, with no use of biometric identification. The work plan provides a realistic framework for requirements definition, system development, platform integration, iterative testing, industrial validation and operational hardening. A modular system structure will also support future adaptation to additional platforms, applications and industrial sectors.
The project builds on a previously evaluated concept that achieved a strong external assessment and was placed at the top of the reserve list. End-user interest is further supported by an existing non-binding Letter of Intent from an industrial manufacturing site. The consortium seeks one research-and-development-performing technology SME established in a Eurostars-participating country, preferably in Europe. Before formal selection, the candidate must confirm with its national funding body that it is eligible for the targeted Eurostars call, that funding is available for its organisation and planned activities, and that it can provide the required co-financing and documents. The preferred partner should contribute a clearly differentiated technology that complements, rather than duplicates, the Turkish partners' systems-integration, robotics, computer-vision and AI capabilities. Relevant specialisation may include unmanned aerial vehicle design, autonomy, flight-safety engineering, cooperative robotics and fleet coordination, multi-view sensor fusion, edge computing, secure robot communications, industrial safety technology or access to a suitable European pilot environment. Strong ownership of an existing prototype, software component or protected know-how is preferred.
The partner will be expected to:
• Contribute relevant background technology and lead or co-lead a substantive technical work package.
• Co-design the ground-air architecture, interfaces, safety constraints and measurable performance targets.
• Develop and integrate its component through documented interfaces and shared data structures.
• Assign qualified technical staff and an authorised project decision-maker.
• Contribute test resources, technical evidence and safe, compliant validation activities.
• Where feasible, facilitate access to pilot users, operational environments or European market channels.
• Contribute to intellectual-property planning, exploitation, certification planning and commercialisation.
• Engage immediately in preparation of the revised Eurostars proposal.
All activities will be limited to authorised civil applications and will respect applicable safety, privacy and unmanned-aircraft operating requirements.
