Two research-and-development-performing small and medium-sized enterprises seek one Eurostars-eligible technology SME for the September 2026 resubmission of a modular cybersecurity project. The previous proposal achieved 15/18 and was recommended for funding, and selected in Türkiye. An EU partner later withdrew solely because national funding was unavailable. The withdrawal was unrelated to the project's evaluation result or technical quality. The two Turkish SMEs therefore seek one new Eurostars-eligible technology SME to take over a meaningful research and development role within a lean consortium. The new partner should bring complementary technology, lead a defined technical work package and confirm national funding eligibility before selection.
Cooperation is envisaged under a research and development agreement. The coordinator is an engineering and systems-integration SME with experience in artificial intelligence (AI), connected systems, industrial technology, pilot validation and international collaborative project management. The second partner is a cybersecurity SME developing AI-assisted protection and governed, authorised security-testing capabilities.
The project concerns the integration and validation of a modular cybersecurity platform for enterprise, cloud and connected environments. It will combine complementary detection, authorised validation and evidence-sharing functions within a controlled architecture designed for deployability, auditability and human oversight. Existing technical components, a defined work plan, measurable objectives and an exploitation approach provide the basis for the revised proposal. Further technical information will be provided to qualified candidates under an appropriate confidentiality arrangement.
Cooperation is envisaged under a research and development cooperation agreement. The new partner will contribute its own background technology or protected know-how, lead or co-lead a defined technical work package, support integration and pilot validation, and contribute to European exploitation and market access. The revised project is expected to run for approximately 24 months
Advantages and Innovations
The proposed innovation is a modular, evidence-centred architecture connecting defensive monitoring with governed, authorised validation. Instead of treating alerts, testing results and response evidence as separate outputs, documented interfaces and shared evidence structures will support a coordinated workflow. Automated actions will be limited by defined scopes, human oversight and auditable controls. The modular structure also permits a new partner's existing technology to be integrated without redesigning the entire platform and supports cloud, on-premises and restricted deployment contexts.
The new partner will join a proposal that has already undergone international Eurostars evaluation and achieved 14.66/18. The assessments were positive regarding innovation, technical ambition, consortium capability, methodology, planning, milestones and risk management. The revised consortium retains the core coordination, systems-integration and cybersecurity capabilities, together with an established architecture, work plan and measurable objectives.
The consortium change arose from the former partner's national-funding position, not from a weakness in the project. This reduces proposal-preparation risk while leaving genuine scope for the new partner to shape its work package, foreground results, access rights and commercial role.

Expected Role of a Partner
The consortium seeks one research-and-development-performing technology SME established in a Eurostars-participating country. Before selection, the candidate must obtain confirmation from its national funding body that it is eligible for the September 2026 call, that funding is available for its organisation and planned activities, and that it can provide the required co-financing and documentation. This verification is a mandatory selection condition.
The preferred partner has an existing technology, prototype or protected know-how that complements a modular cybersecurity platform. Relevant specialisation may include network, cloud, edge, Internet of Things or operational technology security; threat intelligence; security analytics; secure infrastructure; incident-response integration; or another clearly differentiated cyber-defence capability. Strong specialisation and ownership of a substantive research and development contribution are preferred to broad, generic software-development capacity.
The partner will be expected to:
• Lead or co-lead a defined technical work package with measurable deliverables and key performance indicators.
• Adapt and integrate its technology through documented interfaces.
• Assign qualified technical staff and an authorised project decision-maker.
• Contribute testing resources, technical evidence and controlled validation.
• Where feasible, facilitate access to pilot users or operational environments.
• Contribute to intellectual-property planning, exploitation and European market access.
• Engage immediately in proposal revision for the September 2026 submission.
A reseller, consultancy or subcontractor without its own research and development contribution is not sought. All work will be limited to authorised civil cybersecurity applications. Confidentiality, background knowledge, project results, access rights and exploitation responsibilities will be defined in the consortium
