General information
- Short Summary
- A Greek company specializing in urban energy modeling and digital retrofitting tools is looking for a Turkish partner to co-develop an R&D proposal under the TÜBİTAK–GSRI Bilateral R&D and Innovation Call. The project aims to improve data-driven planning for building energy upgrades using scalable, GIS-based digital solutions.
- Full Description
-
Based in Greece, the company has developed an advanced digital twin solution for data-driven urban energy retrofitting. It enables private investors, energy distributors, REITs, ESCOs, and local authorities to assess the energy performance of entire building stocks, simulate retrofit scenarios, and design decarbonisation pathways at scale. The solution integrates GIS data, building archetypes, and climate models to deliver granular insights on energy consumption, CO₂ emissions, and renewable energy potential.
Problem / Opportunity
Cities in Greece and Turkey face urgent challenges in decarbonising their building stocks to meet national and EU climate targets. Over 25 million people live in major urban centres across both countries, spending most of their lives in ageing, energy-inefficient buildings that compromise comfort, health, and economic wellbeing. In Turkey alone, there are over 9 million urban buildings; in Greece, more than 4 million dwellings exist, with over 75% built before any energy performance standards were introduced. These buildings account for roughly 40% of final energy use and at least 36% of CO₂ emissions in both countries.
Despite the scale of the issue, retrofitting progress has been limited. Municipalities, energy service companies, real estate investment trusts, and utilities often lack the tools and data needed to prioritise interventions and plan confidently. This is largely due to fragmented policies, reliance on manual, building-by-building audits, and the absence of scalable digital solutions.
At the same time, the integration of renewable energy systems—such as photovoltaics and solar thermal collectors—remains minimal. This is primarily due to a lack of reliable information on available rooftop or façade areas and the technical-economic feasibility of hybrid systems that combine renewable sources with technologies like heat pumps, cogeneration, and battery storage.
To address these challenges, the company has created a scalable digital environment that combines urban morphology, building typologies, and climate data to support fast, reliable decarbonisation and renewable energy integration strategies. However, to fully realise its impact in Greece and Turkey, the system must be adapted to local data structures, policy frameworks, and energy market conditions.
Under the TÜBİTAK–GSRI Bilateral R&D and Innovation Call, the company seeks to collaborate with a Turkish research partner to localise and further enhance its platform. Joint activities will include the development of AI-supported energy performance modules, integration of Turkish climate and land use data, and pilot implementation in selected urban areas. This bilateral initiative will enable municipalities and energy stakeholders to confidently design investment-ready energy upgrade programs and accelerate climate action across cities in both countries. - Advantages and Innovations
-
Through the TÜBİTAK-GSRI collaboration, this initiative will represent the first cross-border application of integrating diverse urban datasets into a unified digital environment for energy planning. Unlike conventional audits, the solution will enable city-scale simulations that calculate retrofit and renewable energy potential within minutes. It will combine urban morphology, building characteristics, local regulations, and climatic projections to propose viable investment and policy strategies for Turkish cities and neighbourhoods.
The system will generate actionable outputs, including calculations of rooftop and façade areas suitable for photovoltaic and solar thermal installations. It will also produce integrated retrofit scenarios that combine insulation measures, HVAC system upgrades, and energy storage technologies. These simulations will provide insights into expected energy savings, CO₂ emissions reduction, and return on investment metrics at city or district scale.
In addition, the project will introduce new methods for deriving reliable indicators from incomplete or fragmented datasets, making large-scale energy modelling accessible and operational for a wide range of public and private stakeholders across the Eastern Mediterranean. - Stage of Development

Partner Sought
- Expected Role of a Partner
- The project seeks Turkish universities or research institutes with expertise in GIS, urban analytics, or building energy modelling. The ideal partner should have access to city-scale datasets—such as building stock information, land use patterns, and climatic variables—and the capacity to support technical adaptation of the platform to the Turkish urban context. Strong collaborations with municipal authorities or regional planning agencies are essential, as the partner will play a key role in facilitating pilot implementations, supporting data collection, and coordinating stakeholder engagement activities within Turkey. Experience in national or EU-funded urban sustainability or energy efficiency projects will be considered an asset.
