Project Overview:
This proposal seeks funding from the Interreg VI-B NEXT Black Sea Basin Programme to transform Kemerburgaz Urban Park, İstanbul and other similar natural urban parks in the Black Sea Basin into a model of sustainability and smart technology integration. The project aims to achieve a net zero energy status for the local premises, implement a forest fire detection system, and establish a smart irrigation system. These initiatives will minimize the environmental impact, enhance safety, and optimize resource use within the park, serving as a beacon of sustainable development.
Project Objectives:
1. Achieve Net Zero Energy Status: Conversion of the premises (Beltur café in Kemerburgaz Urban Park) to a net zero building.
2. Enhance Fire Safety: Implementing a comprehensive forest fire detection system.
3. Optimize Water Use: Establishing a smart irrigation system to conserve water and maintain park vegetation.
4. Educate and Inspire: Providing educational opportunities on sustainability and smart
technologies for park visitors.
Project Components:
1. Net Zero Building Conversion of the urban park premises:
- Site Assessment, System Design and Installation, Bidirectional Meter Integration.
- Energy Management System in Smart Buildings: System Implementation, Smart Controls.
2. Forest Fire Detection System:
- Sensor Deployment: Install sensors for CO, CO2, temperature, humidity, wind intensity, and flame detection.
- App Integration: Develop or integrate with an existing app for real-time alerts and monitoring.
- Video Analytics: Implement a video analytics system to detect smoke and fire, enhancing early detection capabilities.
3. Smart Irrigation System:
- Sensor Installation: Place soil moisture sensors and weather stations around the park.
- System Design and Implementation: Develop an irrigation system that autonomously opens and closes valves based on real-time soil moisture and weather data.
- Remote Control: Enable remote monitoring and control of the irrigation system via a centralized

1. Energy Independence: The Park premises will generate sufficient renewable energy to
meet its annual energy needs.

reducing the risk of significant damage.

water management and healthy park vegetation.

Partner Sought
- Expected Role of a Partner

1. Municipality: A municipality from Interreg VI-B NEXT Black Sea Basin Programme eligible
regions (preferably close to Istanbul) that has one or more urban natural parks in its
jurisdiction where we can pilot test the project activities.
2. Dissemination Partner: An NGO or an institute who has demonstrated experience in the
implementation of dissemination&communication activities.
Note: All partners must be established in one of the Interreg VI-B NEXT Black Sea Basin Programme eligible regions as follows.
Bulgaria: Severoiztochen, Yugoiztochen
Greece: Kentriki Makedonia, Anatoliki Makedonia Thraki
Romania: Sud-Est (Buzau, Braila, Constanta, Galati, Tulcea, Vrancea)
Ukraine: Odesa, Mykolaiv, Kherson, Zaporizhzhia Oblasts and Bakhmut District, Kramatorsk
District, Volnovakha District, Mariupol District, Pokrovsk District from Donetsk Oblast
