Full Description
A Spanish university and its regional authority are seeking to join a consortium currently preparing a proposal under the Regional Innovation Valleys 2025 call (HORIZON-EIE-2025-02-CONNECT-02: Implementing co-funded action plans for connected regional innovation valleys).

As an institution strongly committed to innovation, sustainability, and regional development, this university brings expertise in areas such as circular economy, smart manufacturing, digital transformation, and food innovation.

They are particularly interested in partnerships within the scope of digitalization, specially within the agriculture sector, where they can leverage their strengths in precision farming technologies, agri‐digital services, and data-driven resource management, fully aligned with regional Castilla y León RIS3 Smart Strategy.

They are looking to contribute as a strategic academic and research partner, offering robust collaboration in applied research, innovation ecosystems, technology transfer, and regional stakeholder engagement.

They are supported by the Regional Government, which has expressed its commitment through financial backing for their participation in a RIV project. Castilla y León region represents a 'moderate' innovator territory profile, according to Regional Innovation Scoreboard.

The university seeks a research and development cooperation agreement.
Advantages and Innovations
The joint participation of the university and the regional authority in a proposal under the Horizon EIE-2025-CONNECT-02 topic offers significant strategic advantages.

By aligning regional innovation priorities with academic expertise, the partnership ensures coherence with the region’s Smart Specialisation Strategy (RIS3), reinforcing the capacity to design and implement impactful, co-funded action plans.

The regional government brings institutional leadership, policy alignment, and access to complementary funding, while the university contributes strong R&I capabilities, talent development, and international collaboration networks.

This cooperation enables the creation of a connected regional innovation ecosystem, mobilising SMEs, clusters, and public procurers alongside scientific actors. It also strengthens interregional links by positioning the region as an emerging innovation valley, boosting visibility and access to European networks.

Furthermore, the model supports sustainability through cascading funding mechanisms, co-investment by private actors, and the promotion of scalable, cross-regional projects in higher TRLs. Altogether, this strategic alignment enhances the proposal’s competitiveness, maximises regional impact, and reinforces the long-term transformation of the regional innovation landscape.
