A UK based cybersecurity and risk management SME are seeking a European partner to collaborate on a Eurostar project for the September 2024 call. The SME was established in 2001 and is a provider of comprehensive investigative solutions and technologies, specialising in background investigation services, due diligence consulting, threat intelligence solutions and forensic technologies. Their services are catered towards a diverse range of clients, including multi-national corporations, SMEs, law firms, universities and law enforcement agencies.

Organisations entrusted with facilitating large financial transactions, managing extensive databases of personally identifiable information (PII), and those having the power to vet and grant licenses are required to conduct rigorous background/enhanced due diligence (DD) cross-checking of individuals and business identities. Existing commercial approaches are manual thus error-prone, and stand-alone, offering point-in-time checks across disparate uncorrelated data sources. These systems are costly, time-consuming, and lack ongoing case-monitoring capabilities. This leaves businesses/individuals vulnerable to fraud and financial/reputational risk. State-of-the-art open-source intelligence tools (OSINT) are part of this solution however, no system currently available can complete cost-effective, trustworthy, comprehensive enhanced due diligence with ongoing risk monitoring.

The objective of the project is to develop an innovative open-source intelligence (OSINT) platform for risk analysis, capable of aggregating multiple, diverse data-streams, enabling industries dealing with data-overwhelm to efficiently and effectively analyse multi-source information for enhanced due diligence, risk analysis and licensing approval.

The necessity for effective due diligence and fraud prevention measures is evident across various sectors, with organisations bearing the responsibility of conducting enhanced due diligence, vetting, approving licenses and formulating secure/trustworthy business relationships. This need is underscored by significant financial losses due to fraudulent activities.

The SMEs software will send instant alerts to investigators, enabling prompt action to mitigate risks/prevent further reputational/financial damage, including cyber risk. The platform will analyse aggregate data-streams, from diverse high-volume structured/unstructured sources, including:
• Dark Web: Dark web markets, forums, leak and ransomware sites
• Social media platforms (LinkedIn/Facebook/X/Instagram): providing user-identification and activity monitoring/evidence.
• Business Directories: UK and International company searches.
• Individual Searches: providing identification of contact numbers, emails, business associations and home addresses.
The SME is looking to engage with Data Analytics, Artificial Intelligence or Cybersecurity firms to support the development of the core technology, integrating OSINT tools, and ensuring seamless functionality. This includes the creation of a robust design and architecture for the tool that supports scalability and integration of Application Programming Interfaces (APIs) for seamless integration with existing systems. The SME is also interested in engaging with Financial Institutions to support them to conduct pilot tests, implementing the tool in real-world scenarios, and refining based on feedback.

Advantages and Innovations
•Extract risk insights and categorising data from dark web discussion forums, hidden marketplaces, and ransomware leak sites. Analysing hidden online activities to identify potential threats, vulnerabilities, and patterns, enabling proactive cybersecurity measures and risk management.

•The tool will provide safe access to dark web intelligence and ransomware leak data by implementing a comprehensive suite of security measures, ethical guidelines, and advanced technologies designed to protect users while they navigate and extract valuable information from the dark web.

•Analyse high-volume/unstructured data, across multiple diverse open data sources (dark net, social media and business associations), saving time over current manual and costly alternatives. Increasing accuracy over keyword-based approaches, and a more comprehensive solution than current state-of-the-art.

•Through data volume and cutting-edge forensic linguistics/machine learning techniques identify hidden patterns/anomalies translating this to red flag indicators via a user-friendly single-platform graphic-user interface.

•Address technical challenges surrounding efficient data management and real-time analysis, with unique implementation of large language models (LLMs) and machine learning (ML) techniques for rapid processing, data noise reduction and adaptive threat assessment.
